Because the competition was launched during an ongoing public health situation, projects that can be delivered online or in a hybrid format (mixing virtual and in-person components) are explicitly favored. A core requirement is that every project must include a clear Franco-American component, meaning it should visibly connect French and American people, institutions, ideas, or expertise rather than being purely local without an international link.
Awards are structured as grants or cooperative agreements, with an award ceiling of $5,000 and an expectation of about two awards. The emphasis is on specific and concrete activities with measurable, realistic results. Applications are expected to spell out clear objectives, anticipated outcomes, and target audiences, and to include a project timeline with a defined start and end date. The project period cannot exceed twelve months. Applicants are also encouraged to build partnerships where relevant, including with local organizations and public or private sector stakeholders, to strengthen implementation and impact.
