Opportunity Information: Apply for 17 579
The Louis Stokes Alliances for Minority Participation (LSAMP) is a National Science Foundation grant program designed to diversify the US STEM workforce by increasing the number of STEM bachelor s and graduate degrees earned by students from groups that have been historically underrepresented in STEM: African Americans, Hispanic Americans, American Indians, Alaska Natives, Native Hawaiians, and Native Pacific Islanders. The program is built around an alliance model, meaning awards typically support consortia of multiple degree-granting institutions working together rather than a single campus acting alone. Its approach is grounded in the Tinto model for student retention, emphasizing the idea that student persistence improves when institutions intentionally strengthen academic and social integration, create supportive learning environments, and remove structural barriers that push students out of STEM pathways.
LSAMP funds comprehensive, evidence-based strategies to recruit, retain, and graduate underrepresented students in STEM, with a major emphasis on transforming undergraduate STEM education. Projects commonly focus on improving the student experience across critical transition points where attrition is high, such as moving from high school into college STEM, navigating the first two years of gateway STEM courses, and preparing for research experiences and graduate school entry. In addition to direct student success work, LSAMP also supports activities that generate and spread knowledge in the broadening participation field. That can include research and evaluation that tests interventions (for example, mentoring structures, high-impact learning practices, inclusive learning environments, studies of STEM self-efficacy, or effective uses of technology), with an expectation that results are disseminated so other institutions can adopt what works.
The program offers several project types tailored to different institutional needs and levels of alliance maturity. The core category is LSAMP Alliances, which are multi-institution consortia that may also include partners from other sectors such as informal science organizations. Within Alliances, STEM Pathways Implementation-Only projects concentrate on a specific segment of the pipeline (such as entry to college, the first two years, or preparation for graduate school) or may target diversification of a particular STEM discipline. These are aimed at newly created or reconstituted alliances, or alliances that have been funded for less than 10 years, and they run for five years. STEM Pathways and Research Alliances also run for five years, but they are broader in scope: they must both provide direct undergraduate support across the full pathway and operate as a hub for scholarly research and evaluation that grows the knowledge base on broadening participation; proposals need strong implementation and strong research components to be competitive.
LSAMP also includes two bridge-oriented options that focus on key transitions. Bridge to the Baccalaureate (B2B) Alliances are three-year projects centered on community college transfer success in STEM; the lead institution must be a community college, and the work is geared toward preparing underrepresented community college students to transfer and thrive in four-year STEM degree programs. Bridge to the Doctorate (BD) activities are two-year projects available only to long-standing LSAMP alliances that have been funded for 10 or more consecutive years. BD awards provide post-baccalaureate fellowship support for a cohort of 12 LSAMP students during the first two years of STEM graduate school, along with structured academic and research skill development intended to support persistence through doctoral completion and entry into the STEM workforce.
Another major funding track is the Louis Stokes Regional Centers of Excellence in Broadening Participation (LSRCE). These centers function more like regional technical assistance and knowledge-diffusion hubs than direct student-support programs. They have broad flexibility in design but are expected to contribute to the field through activities such as research, evaluation, synthesis, and dissemination focused on broadening participation. Importantly, LSRCE projects do not fund direct degree-production interventions or student support services. Depending on scope, they may be funded for three or five years.
For organizations not yet ready to submit a full alliance or center proposal, LSAMP offers Pre-Alliance Planning grants of up to 18 months. These are intended to support the partnership building, needs assessment, and project design work required to form a new alliance, with a clear commitment that the recipients will submit a subsequent alliance or center proposal after the planning period. LSAMP also supports conferences and supplemental opportunities for existing LSAMP alliances or LSAMP institutions, sometimes in partnership with other agencies (an example noted is NSF-Department of Energy research experiences). Some conference proposals may be submitted under NSF s general proposal guidelines as unsolicited proposals, and additional targeted opportunities may be announced through Dear Colleague Letters.
Administratively, this is a discretionary NSF grant opportunity (CFDA 47.076) in the science and technology research and development category. The opportunity information provided lists an award ceiling of $4.5 million and an expected 40 awards for the referenced solicitation (Funding Opportunity Number 17-579, posted July 18, 2017, with an original closing date of November 17, 2017). Overall, LSAMP is best understood as a long-term, systems-oriented investment: it funds alliances that combine proven and innovative student success strategies with continuous improvement, evaluation, and field-wide knowledge sharing, all aimed at producing more well-prepared underrepresented STEM graduates who continue into graduate study and STEM careers.Apply for 17 579
